Terminal airspace capacity model

Opis: The objective of the research described in this paper was to produce a model for the analysis of terminal airspace capacity and the sensitivity of this capacity to the parameters which influence it. The model developed is based onthe concept of an expected ultimate capacity and applies to arriving traffic under saturation conditions i.e. a constant demand for service. It is possible to use the model for planning and operational purposes: for the computation of terminal airspace capacity, the separation of aircraft at the terminal entry gates so as to provide maximum capacity, and for heuristic optimization of arriving aircraft trajectories through the terminal airspace. For a sensitivity analysis the model allows for changes in terminal airspace geometry, runway(s) in use, arriving aircraft trajectories, arriving traffic distribution between the terminal airspace entry gates, aircraft type mix, aircraft velocities and air traffic control separation rules.

High-speed rail and air passenger transport : a comparison of the operational environmental performance

Opis: This paper presents an overview of the environmental performance of high-speedrail (HSR) and air passenger transport (APT) in the European Union (EU). This performance embraces the direct environmental burdens/emissions such as energy consumption, air pollution, noise, landtake and land use, safety and congestion. A comparison of the marginal values of particular burdens/emissions and their costs (externalities) is carried out. The results have shown that significant mitigation of the impacts and savings of costs could be achieved by substitution of air passenger transport by high-speed rail. The substitution can be carried out through competition and complementarity of operations of both modes.

Modeling the large scale disruptions of an airline network

Opis: When the large-scale disruptions of airline networks occur, they can cause significant deterioration of the planned schedule. Such deterioration shows upin the form of long delays, rerouting and/or cancellation of flights. This paper presents a model for assessment of the economic consequences of large-scale disruptions of an airline single hub-and-spoke network. These consequences are expressed by the cost of delayed and cancelled complexes of flights. The model is based on the theory of queuing systems with the airline hub airport as a server and the complexes of flights as customers. The difference between the service time of the affected and planned complexes determine their delays caused by a given disruptive event. The cost of delays and revenues of the affected flights, and global airline mitigating strategies are used to determine the total airline cost of delayed and cancelled complexes. The model is applied to the disrupted hub-and-spoke network of a large European airline. The purpose is to illustrate the model's planning nature, complexity of the problem, influence of the relevant factors,and the magnitude of the economic consequences.

Multicriteria evaluation of high-speed rail, transrapid Maglev and Air passenger transport in Europe

Opis: This article deals with a multicriteria evaluation of High-Speed Rail, Transrapid Maglev and Air Passenger Transport in Europe. Operational, socio-economic and environmental performance indicators of the specific high-speed transport systems are adopted as the evaluation criteria. By using the entropy method, weights are assigned to particular criteria in order to indicate their relative importance in decision-making. The TOPSIS method is applied to carry out the multicriteria evaluation and selection of the preferable alternative (high-speed system) under given circumstances.

Modelling airport congestion charges

Opis: This article deals with modelling congestion charges at an airport. In this context, congestion charging represents internalizing the cost of marginal delays that a flight imposes on other flights due to congestion. The modelling includes estimating congestion and flight delays, the cost of these delays and the efficiency of particular flights following the introduction ofa congestion charge. The models are applied to an airport / New York LaGuardia / to illustrate their ability to handle more realistic congestion scenarios as well as the nature of the congestion to be charged, the effectiveness of the congestion charge and a sensitivity analysis based on changes in the nature of congestion as well as characteristics of demand in terms of flight-aircraft type and airport capacity.

Comparison of the quality of rail and air networks in West, Central and Eastern Europe

Opis: The paper deals with an analysis of the rail and air passenger transport network spreading over West, Central and Eastern Europe. The rail network consists of the railway stations located in the particular places (cities) assumed to be the network nodes and the trains moving along the single/ double tracks (being a portion of railway infrastructure) connecting them (thenetwork links). The air transport network consists of the airports located close to the particular places (cities) assumed to be the network's nodes, and the flights scheduled between them (the links of the air transportnetwork). The number and type of rail and air connections between particular places (nodes), their surrogates defined as the passenger scheduledelays (e.g. defer times), and schedule travel times between particular origins and destinations have been estimated for both networks. Theanalysis could be useful for the following purposes-various comparisons ofthe quality of services offered by different transport networks serving thepassenger flows in Europe; synthesizing the generalized travel cost functions determining the conditions for choice of transport mode under givencircumstances; design of specific monitoring tool being convenient for registrating the significant changes in the supply of transport capacities that may occur due to the variations of transport demand, overall and specific improvements in the transport infrastructure, operations and services, and general consolidation of the processes of European economic, social and political integrations.

Aviation and externalities : the accomplishments and problems

Opis: Civil aviation has become a major industry and in one of the fastest growing sectors of the world economy. The growth of civil aviation has advantages and disadvantages for the society. The advantages include the direct and indirect generation of new jobs within and around the sector as well as providing a strong stimulus to the globalisation of the industry, business and long distance tourism. Disadvantages include its negative impacts on the environment. This paper presents an overview of the impacts on civil aviation on the environment. In particular, it considers some of the important technological and institutional innovations, that have been implemented in the sector over time in order to simultaneously increase its efficiency and decrease the negative impacts on the environment. Thus, it illustrates how a 'sustainable' development of the sector in attempted to be achieved through management of the system's noise, air pollution and safety side effects.

An assessment of risk and safety in civil aviation - dialogue from the black box

Opis: Risk and safety have always been important considerations in civil aviation. This is particularly so under current conditions of continuous growth in air transport demand, frequent scarcity of airport and infrastructure capacity, and thus permanent and increased pressure on the system components. There is also the growing public and operators' awareness of these and other system externalities such as air pollution, noise, land use, water/soil pollution and waste management, and congestion. This paper offers an assessment of risk and safety in civil aviation. It deals with general concept of risk and safety, describes the main causes of aircraft accidents and proposes a methodology for quantifying risk and safety.

Liberalisation of European aviation : analysis and modelling of the airline behaviour

Opis: This paper deals with the analysis and modelling of behaviour of the Western European airlines during the first phase of the gradual liberalisation of the EU (European Union) aviation market. The framework for monitoring this behaviour and appropriate methodology for registering significant changes in the airline industry, specific airlines, and the aviation market itself has been developed. Three classes of empirical models have been estimated: airline growth and financial performances, airline mergings and alliances by holding of equity stakes in partners, and airline relationships (cooperation and/or competition) on the EU air route network consisting of five sub-models. The EU airline sub-models are: market share, market concentration, air travel demand, quality of services, and pricing policy. The least-square regression technique has been applied over the cross-sectional data for making the empirical estimates.

Assessment and management of quality of service at an airport passenger terminal

Opis: For the past two decades, the quality of service offered by an airport to its users - in this case, passengers and airlines - has emerged as one of its most important competitive tools. This period has been characterised by a relatively stable growth in air traffic of an average annual rate of 5%, enhanced deregulation (liberalisation) of air transport markets, and privatisation of both the airline and airport industry in the most important regions of the world such as north America and western Europe. This article considers a methodology for the short-term assessment and management of the quality of service provided to passengers while passing through an airport passenger terminal.
