EU Health Union : legal aspects and digital health

Abstract: Recurrent health crises and outbreaks of infectious diseases of international concern have created a specific EU public health policy. Its role was further strengthened by the COVID-19 pandemic, which triggered the next stage in the integration process of the Member States: the European Health Union. The research is carried out using a literature review method (a review of literature and documents in the field of public health policy and the European Health Union) and a comparative-legal method for comparing EU legal acts on which the Health Union is based (endogenous comparison) and the legal acts of EU and the Republic of Slovenia (exogenous comparison). The findings are examined using a qualitative content analysis method, which allows for meaningful aggregation and use of the data under study to answer the research questions. The European Health Union builds on and extends existing areas of public health and requires greater integration between Member States. One of its most essential pillars is a single information system with a single database to improve the health of individuals, resilience to cross-border health crises, patient mobility, and joint research on the most severe diseases. Member States, including Slovenia, must follow EU public health commitments. As the Slovenian legislative proposal analysis on the digitalization of healthcare shows, this challenging task will also require respect for the institute (safeguards) of other areas of law.

Event square and multipurpose center with library in the city of Struga

Abstract: This thesis addresses the redevelopment of a centrally located site in Struga, currently occupied by a large, unadorned parking lot devoid of greenery. Surrounded by key state institutions, including the Health Insurance Office, Municipal Archives, and the Main Post Office, as well as public amenities, such as restaurants and pharmacies, the site offers a unique opportunity for urban revitalization.Until 2016, this location served as the central square of Struga. Following the restoration of the "Monument of Revolution," it was expected that the area would be transformed into a modern, attractive space for local residents. However, contrary to these expectations, it has since been repurposed as a parking lot. This project envisions reclaiming the site as a multifunctional space that serves as a cultural hub and social gathering point for both residents and visitors.Struga, situated on the shores of Lake Ohrid in the Republic of North Macedonia, has a population of approximately 50,000 and is a popular summer tourist destination. Despite this, the city faces a deficit of social gathering places and environments conducive to student collaboration and study. The existing city library, with its outdated facilities and limited collection of 8,000 books, fails to meet modern standards. Furthermore, Struga’s renowned Poetry Nights festival underscores the lack of dedicated public spaces for cultural events, highlighting the need for proper outdoor venues. The absence of adequate library resources and diverse social spaces for various age groups further exacerbates these challenges.This project proposes a comprehensive solution by transforming the parking lot into a multifaceted community facility. The envisioned development includes an open square for events, a gallery and exhibition hall, an innovative city library, study areas, communal spaces, green zones, and a children’s playground. Outdoor reading areas and organized play activities will be integrated into the design, promoting relaxation and leisure within an inviting, green environment.By combining diverse indoor and outdoor programs, the project seeks to foster social interaction across all age groups, enhancing community cohesion. This multi-generational event center and library will become a landmark for Struga, enriching the city’s cultural, recreational, and educational landscape while significantly improving the quality of life for its residents.

New Centrality: Urban Regeneration on the Crossroad of Gosposvetska Street and Vrbanska Street in Maribor

Abstract: Maribor was one of the cities with the fastest industrial development in the former Yugoslavia. The rapid growth necessitated developments and expansion of the city. One of the areas that developed to accommodate the influx of new residents and adapt to the city's growth was the area along Gosposvetska Street. This zone was constructed during the 1950s and 1960s with a clear concept aimed at fulfilling all the basic needs of the residents, prioritizing their well-being. Since then, many things have changed. The use of cars has become essential. Open spaces initially dedicated to residents have turned into parking lots while development in other aspects leaves much to be desired. In the years that followed, construction in the area has been minimal and primarily residential. There is a noticeable lack of a common space and programs to attract a more diverse population. This master's thesis aims to analyze the current functioning of the specific area along Gosposvetska Street and its crossroads with Vrbanska Street and attempts to propose its urban regeneration by densifying the built structure with housing and diversifying programs by a new creative hub. By intensifying the urban mix, the proposal is expected to act as a catalyst for other commercial and public programs in the zone. It aims at establishing new centrality. Moreover, the goal is to prioritize the residents' right to the city and regenerate the area with its original concept as a guiding principle.

Revitalization and valorization of Onogošt fortress in Nikšić : master thesis

Abstract: Fortress "Onogošt", known to the public simply as Bedem, is the prominent symbol of Nikšić and a valuable fragment of the cultural and historical heritage of Montenegro. In the past decade the fortress has been renovated several times, aiming to emphasize the value and importance of the old ramparts, as well as to evaluate the spectrum of possibilities of its adaptation in the context of contemporary public city space. These interventions breathed new life into the dilapidated debris, implying its transformation from a warrior fortification into a reclaimed cultural and artistic center of the city. However, this idea never fully flourished, and the current condition of the city fortress is far from imagined- neglected, crumbled and devastated. With the exception of regional music festival “Bedem fest”, a and a few minor manifestations that have only scratched the surface of its enormous potential occasionally in the past decade, there are almost no other active initiatives and this monumental space remains the silent neglected urban pocket in the heart of the city. Although still dominant and crucial in the visual perception of Nikšić, the fortress today represents essential ravaged resource of the city. The purpose of this master thesis is to restore, conserve, reconstruct and repurpose the city fortress by creating an attractive destination inside as well as the outside of the walls, which would be enjoyed by both residents and tourists. The project aims to research the potential and discover the strategy model to restore new life and impose purpose to the rapidly devastating ramparts. The renewal paradigm is researched in the course of three main segments: adaptation, revitalization and repurpose. The project aspires to preserve the existing visual identity of the city walls and raise awareness of rich cultural and historical heritage trough introducing several museums, culture facilities as well as multicultural public spaces, resulting in a prominent landmark of high visibility and the local acropolis in the revived rebranded city.

Shopping and business centres in Sarajevo

Abstract: In the paper, influence of shopping and business centres: Mercator, Tuš, Obi Robot, Konzum and BBI on development of Sarajevo city is analysed. Results of the survey made among visitors indicate to presence of social functions (walk, leisure, recreation, fun, socialization) in five centres. The mentioned functions are more expressed in new shopping centres, while shopping is the most important motive of visits to commercial centres. Sarajevo city makes, with its surrounding, a functionally connected wholeness – city, respectively an urban region.

The concepts on quality of life in the Maribor post-WW2 housing estates

Abstract: The paradigm of quality of life in housing depends on various interconnectedness functions, which satisfy not only the needs of dwellers but also the inhabitants of the city, in general. In addition, it is essential that the residential areas incorporate well accessible and appropriately designed open public space and green areas. In regard to that, the chapter focuses on the impacts of housing estate planning elements on quality of life. Currently, open public space and green areas in the post-WW2 housing estates are often used for other purposes, largely as a consequence of number of cars that has led to enormous parking problems. Two decades after the housing privatization, the question of the ownership of green areas and related maintenance is often the cause of most adverse conflicts, arising from the misuse of open public space. Further, a special phenomenon, the influence of high-quality Scandinavian housing models on Slovenian urban planning and design of housing estates in the post-WW2 period will be presented. The overview of multi-family housing estates in the city of Maribor from this period raise new approach on the quality of life particularly in regard to open public space.

Video surveillance system and its impact on crime : case study of Barcelona

Abstract: Video surveillance system as an urban safety measure is nowadays a growing phenomenon in most European countries. Cameras seem to play an important role in crime prevention strategies at the local and national level. Arguments for setting up video surveillance on streets are more or less the same – to prevent, detect and deter crime. The purpose of this prevention strategy is clear but there is still one part that remains unanswered – what are the effects, if there are any? Studies showed that, in overall, there is little evidence of positive impacts of video surveillance system. In general, a significant crime drop, which could be attributed to video surveillance, has been shown in car-related crimes (e.g. pilot study of the City of Surrey in 2009). The latter should be comprehended with caution, because the authors report that the results are in strong correlation with the methods applied in the process of evaluation (e.g. study in the case of Malaga). Many studies have implemented the same (common) methodological approach, which seems to be inappropriate when it comes to evaluation of the efficiency of cameras – especially non vehicle-related crimes (e.g. personal crimes, vandalism, pickpocketing, etc.), which represent the target group for crime reduction in the City of Barcelona. Therefore, this paper will highlight the importance of assessing the efficiency of video surveillance systems. The main aim is to re-conceptualize a model used for measuring efficiency and application of results in case of video surveillance. The cornerstone of the model is based on thorough examination and transformation of indicators (e.g. physical layout, social environment, legal basis, tehnical input, control), which could influence potential crime decrease. Another objective is to clarify ambiguous concepts and aspects of system’s applications. As this is a case study, our main goal is to examine system opportunities and possibilities in Barcelona. The study is focused on legal basis, current research and practical implementations. With all this in mind this paper will attempt to create a research model for measuring the efficiency that could be applied to the city of Barcelona.
