A real-world information security performance assessment using a multidimensional socio-technical approach

Abstract: Measuring the performance of information security is an essential part of the information security management system within organisations. Studies in the past mainly focused on establishing qualitative measurement approaches. Since these can lead to ambiguous conclusions, quantitative metrics are being increasingly proposed as a useful alternative. Nevertheless, the literature on quantitative approaches remains scarce. Thus, studies on the evaluation of information security performance are challenging, especially since many approaches are not tested in organisational settings. The paper aims to validate the model used for evaluating the performance of information security management system through a multidimensional socio-technical approach, in a real-world settings among medium-sized enterprises in Slovenia. The results indicate that information security is strategically defined and compliant, however, measures are primarily implemented at technical and operational levels, while its strategic management remains underdeveloped. We found that the biggest issues are related to information resources and risk management, where information security measurement-related activities proved to be particularly problematic. Even though enterprises do possess certain information security capabilities and are aware of the importance of information security, their current practices make it difficult for them to keep up with the fast-paced technological and security trends.

Government-funded sustainable development and professionalisation of NGOs

Abstract: This paper addresses the first financial initiative of the Slovenian government for the professionalisation and development of non-governmental organisations (NGOs) to promote sustainability in the third sector. The measure was the result of the Non-Governmental Organisations Act, adopted in 2018, and was followed by the Development strategy of non-governmental organisations and volunteering until 2023 (DSNGOV). The state’s contribution to an increased level of professionalisation was welcomed by NGOs because, compared to other EU28 states, which have an average employment rate of 4.18%, Slovenia is far behind, with only 0.82% of its active working population being employed in the NGO sector. In May 2018, the Ministry of Public Administration released invitations to fund projects for the development and professionalisation of NGOs and voluntary service, providing grants for 100 NGO jobs. The final project results were compiled in March 2020, and the findings were evaluated in 29 survey reports in April 2020. The research focused on the occupations for which employees were sought, legal forms of the applicant NGOs and recruitment methods. The results demonstrate that the state measure was successful, as 69% of the funded jobs were sustained. However, most of the retained jobs were filled by those who were previously employed in the NGO sector (84.6%), so the employment rate has barely risen.

Leadership and managerial challenges to ensure agile management as a method to enable business success : a Delphi study of the Slovenian health organisations

Abstract: Purpose This study aims to apply the Delphi method to explore the possibilities for implementing agility management concepts in Slovenian health-care organisations. Design/methodology/approach The research is based on a qualitative Delphi study encompassing 15 employees in different Slovenian health-care organisations. Findings Slovenian health-care organisations need to be more agile currently. For this reason, it is necessary to begin with organisational changes and organisational learning concepts to educate employees about the meaning and content of agile processes. It is essential to ensure that accepting employee mistakes and offering help to employees becomes normal practice, and it is necessary to ensure the greater trust of the management towards the employees. Originality/value The research empowers health-care professionals with new management and leadership concepts, such as agile management, sustainable leadership and leadership development methods in health care.

The relationship between the intellectual capital disclosure and cost of debt capital : a case of Slovenian private audited organisations

Abstract: The existing empirical research into the association between intellectual capital disclosures by organisations and the cost of debt is scarce or is based solely on the samples of the (large) listed organisations. Since agency issues between management/owners and lenders exist also in (large) private organisations whose financing is greatly dependent on loans and whose audited annual reports can be a source of additional information for external users, we performed an empirical research to find the answer to the question whether the level of intellectual capital disclosure (as a whole and of its sub-categories) of organisations is associated with the cost of their debt capital. Our study was performed on a sample of private Slovenian organisations with audited annual reports. The results of our research did not reveal that lenders would take into account intellectual capital disclosures by Slovenian private audited organisations as the information about the potential for their future cash flows when deciding on the cost of debt issued to these organisations.

Relation between knowledge management and turnover in Slovenian micro and small start-up organisations

Abstract: This article discusses the importance of knowledge management and employee turnover, using the example of selected Slovenian organisations, in particular, technology parks. The purpose of this article is to point out statistical characteristics between employee turnover and certain selected independent variables. The empirical research was conducted on a population of 667 Slovenian organisations gathered from the subjects of an innovative environment database, and a further sample of 51 chosen technology parks from the A group. By implementing multivariate regression analysis, we sought to examine whether knowledge requirements and knowledge transfer paths in these organisations have a statistically significant influence on employee turnover. The aim of this article is to present the results of empirical research that defines the development of a conceptual framework for understanding the influence of knowledge management on employee turnover. The results have shown that the importance of intellectual and social capital, intangible capital assets and their continuous measurement must be acknowledged within an organisation.

Contemporary network organizations in Slovenia

Abstract: Modern organisations are confronted with enormous challenges. The need to continuously adapt to changing environments represents a main challenge for modern organisations. In order to adapt to the requirements of modern environments more easily and more rapidly, organisations become connected into networks. A network organisation is fast becoming a favourite form of the modern organisation. On the basis of an analysis of members in the field of network organisations, this contribution presents the dimensions and definitions of network organisations. In the follow-up, the starting point for a theoretical explanation of network organisations and their different existing forms is presented. The emphasis of the empirical part of the contribution focuses on presenting an analysis of forms of network organisations that are present in Slovenia from the perspective of their shape, development and actual state. Based on an analysis of relevant documentation, it may be concluded that it was the institutional environment which initiated and directed the start-up processes that led to the establishment of contemporary network organisations within Slovenia.
