How do Croatian police officers perceive certain characteristics of police management?

Abstract: Purpose: To explore the importance and existence of Croatian police managers’ relevant characteristics from the perspective of police officers, and in relation to several police officers’ demographic and professional characteristics. Design/Methods/Approach: A convenience sample of 132 Croatian police officers (104 males) who attended a study programme in criminal investigation (average age 31.5 years) was examined by means of a questionnaire that – within Katz’s skill theory of successful management – assesses the perceived importance and the perceived existence of technical/expert, social and strategic knowledge/skills, as well as the most representative characteristics of current police managers. Findings: A dominant perception of the highest level of importance for all three categories of managerial knowledge/skills was detected, while possession of the said skills was mainly assessed to be at the medium level. The largest difference was found between the perceived importance and the perceived possession of social skills. Social skills were also perceived to be significantly more important than the other ones, while police managers were perceived to most frequently possess expert skills. Out of 12 offered police manager characteristics, the most frequently selected were negative ones. Finally, there were no significant and systematic effects of demographic and professional factors on the perceived importance and perceived possession of any of the three knowledge/skills categories. Research Limitations / Implications: A larger and more representative sample would ensure the study’s greater external validity and statistical power. Additional management skill items are needed in the questionnaire to improve the construct validity (besides including other relevant factors and questions useful for interpreting the trends detected). Practical Implications: Within the research limitations, the findings suggest possible changes to the education system, staff assessment and police officers’ promotion. Originality/Value: This is the first police management research in Croatia and probably the first generally within the framework of Katz’s skill theory of successful management.

Trends that will shape the professions of the future information society

Abstract: In this paper we discuss the trends in present society that will have the most important influence in shaping future jobs, with an emphasis on issues related to sustainable development and an information society. We point out that based on the requirements of educated end-users, companies will have to follow the principles of sustainable development and social responsibility. In future, due to technical development, natural resources, environmental issues and demographical trends in the developed western world, the most attractive jobs will be in high technology, health and medical care, as well as the pleasure and free time industry. The most important sectors will be informatics and telecommunication, logistics, safety, healthcare and life-long education.

The transfer of knowledge in intra-organizational networks

Abstract: Background: In today’s business environment, a company is able to maintain its competitive position if it constantly generates knowledge and disseminates this knowledge within the organization, as well as transforms it into new competences. The ability to transfer knowledge becomes one of the key factors in the improvement of a company’s competitive position. This hypothesis is applicable particularly in the case of cooperation within networks, as they are an excellent opportunity for mutual learning between partners. Objectives: The purpose of the paper is to analyse the process of knowledge transfer in intra-organizational networks. Method: Due to the specificity of the research object, the case study method has been chosen. In order to make an in-depth analysis of the case study, we selected a group of several criteria based on the theory which we believe to be fundamental to the effectiveness of knowledge management in networks, and compared them with the situation in the ArcelorMittal Group. Results: Our research show that ArcelorMittal Group has met almost all the criteria of effective knowledge management in its intra-organizational network. Some exceptions, albeit merely to an extent, are mostly the result of historical circumstances, , i.e. the process of growth through acquisitions, and the acquisition of companies at different stages of organizational development, as well as organizational culture. Conclusion: Based on theoretical assumptions, the study analysed in details the components of knowledge management applied by the corporation in question. Therefore this study might be utilised to formulate a refutable hypothesis and verify them on a larger group of companies from different sectors of the economy. The main limitations of the paper are mostly related to the inherent approach therein

The concept of communities of practise on the example of IT sector

Abstract: Background: A growing interest in the concept of communities of practice (CoP) has been recently observed in several academic fields. They include organizational studies (the topics of knowledge management and organizational learning in particular) and education. However, the notion is used in various contexts. It is sometimes perceived as a social construct, but at some other times as a virtual community or informal group sponsored by an organization for the purpose of making it easier to share knowledge or learn. Objectives: The main aims of the paper are: 1) to identify the main characteristics of the CoP in IT sector, 2) to identify and describe the knowledge management tools used by CoP, 3) and to identify and analyse customer knowledge of CoP. Method: The research assumed an exploratory character. The case study and survey methods with application of structured questionnaire were used. Results: The CoP is little effective form of stimulating business processes and market, despite application of a broad range of activities undertaken for the purpose of creation of the so-called knowledge communities by the entities of IT sector and internet activity declared by respondents. Conclusion: Poor knowledge of CoP as well as the awareness of participation in its structures among the recipients, who are additionally active users of new technologies including mostly the Internet, may also be caused by the lack of experience in the sphere of studied knowledge-based relationships or priority character of ventures of directly measurable business results. Determinants of CoP creation and directions of its development may constitute an interesting area for further studies.

Relation between knowledge management and turnover in Slovenian micro and small start-up organisations

Abstract: This article discusses the importance of knowledge management and employee turnover, using the example of selected Slovenian organisations, in particular, technology parks. The purpose of this article is to point out statistical characteristics between employee turnover and certain selected independent variables. The empirical research was conducted on a population of 667 Slovenian organisations gathered from the subjects of an innovative environment database, and a further sample of 51 chosen technology parks from the A group. By implementing multivariate regression analysis, we sought to examine whether knowledge requirements and knowledge transfer paths in these organisations have a statistically significant influence on employee turnover. The aim of this article is to present the results of empirical research that defines the development of a conceptual framework for understanding the influence of knowledge management on employee turnover. The results have shown that the importance of intellectual and social capital, intangible capital assets and their continuous measurement must be acknowledged within an organisation.

Smart e-testing

Abstract: A decade of experience with e-learning material production gives significant trends overview. From the perspective of ICT evolution this means very long time. E-learning is always closely coupled to ICT but with the distinction - it always lags behind the advancement in ICT. Among many unknown issues one thing is certain - e-learning permanently changes. From the past experiences prediction of immediate future e-learning is possible but the prediction for longer time is less accurate. In the article chronological e-learning achievements and their connections are presented in order to give an overview of trends in e-learning in Slovenia. But despite of the detailed past knowledge fundamental prediction error of e-learning future developments was made. Today's hot topics are not better e-learning materials, not even broad application of interactive boards but e-testing. Possible immediate future of e-learning is therefore application of intelligent e-testing systems. Intelligent computer assisted testing (CAT) is not the new topic in e-learning. It is object of many researches but it is not suitable for teachers. It is way too complicated for teachers to apply it successfully in their work. E-learning development process for intelligent computer assisted test production that suits teachers' competences is prepared and explained in the article.

Model of knowledge management factors and their impact on the organizations' success

Abstract: Purpose: The purpose of this research is to identify the factors of knowledge which have a significant impact on the outcome (measured as value added per employee) of the company. The existence, long-term survival, profitability, etc. of the company depends on the competitiveness of the products and services (regardless of industry or economic branch). Transformation of “raw materials” into competitive products is possible only with the knowledge of employees. Therefore, it is necessary to identify the factors of knowledge which can influence a positive result of the company. Methodology: We reviewed the relevant literature in the field of knowledge management. On this basis, we summarized the factors of knowledge. We performed a survey among the 69 largest Slovenian commercial companies (public and banking sectors excluded). Based on the research, we developed a regression model of value added per employee in euros. Results: The study showed that, of all factors studied, motivation in the form of assessing employees’ performance has the largest positive correlation with the value added per employee. Furthemore, training for the performance, the use of technological tools and organizational climate can bring significant value added per employee. The most important factor that affects the value added per employee is the industry branch which the company deals with. The factors which follow are the simplicity of using IT tools and the example that the managers give to the employees. Conclusion: A model of knowledge management factors helps to identify which knowledge factors should be given priority to for increasing the company’s performance. The model also considers the industry in which the company operates.

Knowledge management in the hotel industry before and after the entry in the EU

Abstract: The paper deals with the impact of the EU entry on knowledge management in the hotel industry in Slovenia. For this purpose, the empirical research on knowledge management was carried out among hotel managers. It explored the changes in knowledge management between 2003 and 2006; that is before and after Slovenia entered the EU. The research revealed a progress in this period of time in knowledge management goals definition, transformation of not-owned into owned knowledge, inclusion of knowledge management in business reports, identification and elimination of the gaps between planned and actual knowledge. On the other hand, there was no further progress in the field of strategies and policy of knowledge management, perception of the importance of knowledge management's measurement, development of measures of knowledge management and diminishment of barriers to knowledge development. Further, several recommendations are suggested for hotel managers.

Knowledge-cum-values management belongs to the way out from global crisis

Abstract: Background: The contemporary world-wide socio-economic crisis tends to escalate and contribute to the global crisis. Limitation of education to one-sided ‘knowledge management’ rather than socially responsible ‘knowledge-cum-values-management’ is one of the crisis’s causes. Objectives: The limitations to current knowledge management should be analyzed with systemic thinking. Which values are prevailing in it now and which values will enable the survival of humankind? Methods/Approach: In the first part, literature is reviewed for analysis and conceptual generalization of knowledge management. The theoretical framework based on ‘system theory’, ‘knowledge management’ and ‘knowledge-cum-values management’, and ‘values of social responsibility’ is introduced. In the second part a new theoretical concept “A potential methodological support for human transition from one-sided to requisitely holistic behavior via social responsibility” is discussed. Results: Knowledge management is a too narrow concept, it tends to leave aside human values, an impact on the natural environment, and extremely growing differences. Humankind needs consideration of responsibility, interdependence and holism in order to minimize detrimental impact of individual behaviour on society, i.e. humans and nature. Conclusions: The research indicates that individuals should attain more requisite holism, and should not be irrational by trying to attain only rationalism in human decision-making and action.

Strategic aspect of knowledge management

Abstract: Background and Purpose: This paper analyses the strategic aspects of knowledge management in organizations in Serbia, from the theoretical and empirical point of view. In its theoretical part, the paper analyzes the latest literature in the fields of knowledge management, relations between communications strategyes and knowledge management, generations of knowledge management and organizational culture. Design/Methodology/Approach: In its empirical part, the paper deals with determining the level of knowledge management in Serbian organizations through diffrent generations of knowledge management, as well as the problem with explicit and tacit knowledge management. The hypotheses were tested using data colleted from organizatons in Serbia via questionnaire, which consisted of 50 questions to examine five key factors in knowledge management. Results: The results showed that out of 41 indicators, only eight are rated positively. Results of t-test indicate significant distinctions within factors affecting the quality of knowledge management, as well as differences in quality of explicit and tacit knowledge management, therefore they confirmed both hypotheses. Conclusion: The knowledge management projects in organizations in Serbia are initiated, as well as that belonging to the first generation of knowledge management can be defined.
