Unified digital law enforcement environment - necessity and prospects for creation in the "BRICS countries"

Abstract: The article examines the prospects for the development of an interstate association of BRICS member nations and concludes that it is necessary to expand cooperation in addition to the economic sphere through other areas, in particular, the organization of interaction to combat crime. The article focuses on the fact that an important area of joint cooperation between the BRICS member nations will be activities in the field of security and combating crime. The main promising areas of cooperation between the BRICS member nations in the field of security are formulated and forms of joint activities in these areas are proposed. This area of cooperation of the BRICS member nations should be based on modern information technologies, which is due to the need for coordination of law enforcement activities of the BRICS member nations. The article analyzes the joint system for preventing international crime in the BRICS member nations and concludes that no improvement of this system is possible without appropriate information support for law enforcement based on general principles and approaches. To this end, the necessity of creating a Unified Digital Environment for Law Enforcement Services in the BRICS member nations is substantiated, which implies the speed of achieving the objectives of law enforcement in the BRICS member nations; reduction of corruption risks in this area; as well as automation of individual work processes by replacing a human resource with software. The article describes the concept of a Unified Digital Environment for Law Enforcement Services of the BRICS member nations, substantiates the components that make up its structure. The modern methods of information processing that can be used to build the specified information system are presented. Possible interested users of this environment are highlighted and the capabilities of the Unified Digital BRICS Law Enforcement Services Environment provided to these users are presented.

Zdravstveno varstvo imigrantov : magistrsko delo

Abstract: Pravica do zdravstvenega varstva, ki predstavlja eno izmed najpomembnejših področij socialne varnosti, je ustavno varovana kategorija človekovih pravic in temeljnih svoboščin, saj sta zdravje in življenje nenadomestljivi dobrini, zato se mora, ne glede na osebne okoliščine in družbeni položaj posameznika le ta zagotavljati vsakomur, ob čimer imigranti ne predstavljajo nobene izjeme. V Sloveniji je enakost pred zakonom zagotovljena na ustavni ravni, kar pomeni, da se mora vsem posameznikom, vključno z imigranti, zagotavljati človekove pravice in temeljne svoboščine, kar poudarjajo tudi mednarodni pravni akti. Priseljenci se ob dostopu do pravic, ki izhajajo iz zdravstvenega varstva pogosto soočajo z različnimi ovirami, ki so v prvi vrsti odvisne od njihovega pravnega statusa, s katerim je pogojena vključitev v obvezno zdravstveno zavarovanje, iz katerega izhaja širok nabor zdravstvenih storitev, medtem, ko so tisti, brez urejenega statusa, upravičeni zgolj do nujne medicinske pomoči. Ob tem se spopadajo s številnimi izzivi, med katerimi so najpogostejše jezikovne, kulturne, ekonomske in institucionalne ovire. Le te lahko bistveno vplivajo na njihovo zmožnost pridobitve ustrezne zdravstvene oskrbe, ob čimer je posebna pozornost namenjena ranljivejšim skupinam, med katere bi lahko uvrstili otroke, ženske, invalide in starejše. Zaradi stresa migracij, vojnih travm, nasilja in mučenja pred odhodom, pogojev na poti in trajanja poti ter bivalnih pogojev, dolžine bivanja, jezikovnih in kulturnih razlik, nenazadnje pa tudi njihovega pravnega statusa in s tem posledično povezanega dostopa do zdravstvenih storitev, so pogosto »tarča« nalezljivih bolezni, težav z duševnim zdravjem in kroničnih bolezni. V izogib kršitve načela enakosti in načela diskriminacije je obveznost države, da zagotovi spoštovanje dostojanstva imigrantov ter jih ne izpostavlja večjemu trpljenju, kot je potrebno za dosego ureditve pravnega statusa. Dostop priseljencev do zdravstvenega varstva v Evropi je velikokrat omejen že na formalnopravni ravni, saj se le tem ne zagotavlja enakih pravic kot domačemu prebivalstvu, tam kjer pa so formalne možnosti in pravice za migrante obstoječe na papirju, je v praksi dostop do teh oviran. Slovenija je priseljencem dolžna zagotavljati primerno, kakovostno in varno zdravstveno oskrbo, tudi če to pomeni prilagoditev zdravstvenih potreb, še posebej ranljivejšim skupinam imigrantov.

Reviewing the narrative concerning the impact of population growth in Africa

Abstract: This article discusses the topic of population growth in Africa, a recurring theme in the era of climate change and the fight against CO2 emissions. The African continent is full of essential raw materials and encompasses the youngest population in the world. There is no doubt concerning the significant role it will play in global affairs, at a time when the world population is ageing, according to the UN statistics. In recent years, many policymakers have highlighted the necessity to deal with overpopulation, provoking moral controversial and basic human rights abuses. This article, however, proposes an opposite argumentation based on fresh data and emphasises the opportunities and challenges to take on, as the author considers "overpopulation" as more of a challenge than a sentence to underdevelopment. Though the paper mentions different issues linked to overpopulation, such as migration crisis, ecological sustainability and the UN Sustainable Development Goals, it concludes with a reminder of the importance of international cooperation as a solution to global issues.
