Korupcija v slovenskem zdravstvu - analiza poročil Računskega sodišča : magistrsko delo

Abstract: V osrčju vsake družbe, vključno s slovensko, je njen zdravstveni sistem, ki je ključen za ohranjanje zdravja prebivalcev. Zdravstveno stanje prebivalstva vpliva na blagostanje celotne družbe, to pa posledično vpliva tudi na gospodarski razvoj države. Slovenski zdravstveni sistem temelji na načelih univerzalnosti, solidarnosti in dostopnosti. Zaradi vsega naštetega sta ključnega pomena razumevanje in analiziranje morebitne korupcije v tem vitalnem sektorju. Pomembno je, da se ohranja zaupanje javnosti v zdravstvo, še bolj pa sta pomembni kakovostna oskrba in obravnava pacientov. Za kakovostno zdravstveno oskrbo so potrebna visoka finančna sredstva, zato je toliko bolj pomembno zagotoviti transparentnost celotnega zdravstvenega sektorja. Korupcija je velik problem sodobne družbe, ki zavira, če ne celo onemogoča razvoj. Sredstva, ki bi morala biti namenjena širši družbi, so namreč uporabljena kot sredstva za dosego zasebnih ciljev posameznikov in skupin. Cilja zaključnega dela sta bila spoznavanje pojma korupcije v zdravstvu in analiza Računskega sodišča Republike Slovenije. S pomočjo analize literature in člankov so bili predstavljeni ključni pojmi, kot so korupcija, oblike korupcije (v zdravstvu), integriteta itd. Predstavljeni so bili tudi Računsko sodišče, njegovo delovanje, revizijski proces in pomen Računskega sodišča. Pregled in analize izbranih devetih revizij Računskega sodišča (in porevizijska poročila) od leta 2019 naprej so pokazale, da se v slovenskem zdravstvenem sistemu pojavljajo in ponavljajo problemi pomanjkanja podatkov in problemi s sistemom javnih naročil. Predstavljene so bile tudi možnosti za izboljšanje stanja, kot sta uvedba tehnologije veriženja podatkovnih blokov (angl. Blockchain) ter povečanje integritete in rabe etičnih kodeksov. Predstavljena so bila še priporočila Računskega sodišča, kot izhajajo iz izbranih revizijskih poročil, med drugim dosledno spremljanje, izdelava in pridobivanje podatkov ter evidenc in nadgradnje izobraževanj in usposabljanj za odločevalce.

Izboljšava kakovosti spletne aplikacije z učinkovitim poročanjem o napakah : diplomsko delo

Abstract: V sklopu diplomskega dela smo načrtovali in izdelali spletno aplikacijo, ki služi prijavi hroščev oziroma napak s strani uporabnika, da ne bi prišlo do zamudnega in nepreglednega poročanja o hroščih prek telefonskih klicev, v živo ali po elektronski pošti. Natančneje smo opisali uporabljeno programsko opremo ter izgradnjo spletne aplikacije, ki hitro in kakovostno administraciji poroča o hroščih, prijavljenih s strani uporabnika.

An experimental investigation of BPMN-based corporate communications modeling

Abstract: Purpose Despite corporate communications having an immense impact on corporate success, there is a lack of dedicated techniques for their management and visualization. A potential strategy is to apply business process management (BPM) approach with business process model and notation (BPMN) modeling techniques. Design/methodology/approach The goal of this study was to gain empirical insights into the cognitive effectiveness of BPMN-based corporate communications modeling. To this end, experimental research was performed in which subjects tested two modeling notations – standardized BPMN conversation diagrams and a BPMN extension with corporate communications-specific concepts. Findings Standard conversation diagrams were demonstrated to be more time-efficient for designing and interpreting diagrams. However, the subjects made significantly fewer mistakes when interpreting the diagrams modeled in the BPMN extension. Subjects also evolved positive perceptions toward the proposed extension. Practical implications BPMN-based corporate communications modeling may be applied to organizations to depict how formal communications are or should be performed consistently, effectively and transparently by following and integrating with BPM approaches and modeling techniques. Originality/value The paper provides empirical insights into the cognitive effectiveness of corporate communications modeling based on BPMN and positions the corresponding models into typical process architecture.

Study on commercially available membranes for alkaline direct ethanol fuel cells

Abstract: This study provides a comparison of different commercially available low-cost anion exchange membranes (AEMs), a microporous separator, a cation exchange membrane (CEM), and an anionic-treated CEM for their application in the liquid-feed alkaline direct ethanol fuel cell (ADEFC). Moreover, the effect on performance was evaluated taking two different modes of operation for the ADEFC, with AEM or CEM, into consideration. The membranes were compared with respect to their physical and chemical properties, such as thermal and chemical stability, ion-exchange capacity, ionic conductivity, and ethanol permeability. The influence of these factors on performance and resistance was determined by means of polarization curve and electrochemical impedance spectra (EIS) measurements in the ADEFC. In addition, the influence of two different commercial ionomers on the structure and transport properties of the catalyst layer and on the performance were analyzed with scanning electron microscopy, single cell tests, and EIS. The applicability barriers of the membranes were pointed out, and the ideal combinations of membrane and ionomer for the liquid-feed ADEFC achieved power densities of approximately 80 mW cm–2 at 80 °C.

Sarcopenia parameters in active older adults : an eight-year longitudinal study

Abstract: Background Sarcopenia is a common skeletal muscle syndrome that is common in older adults but can be mitigated by adequate and regular physical activity. The development and severity of sarcopenia is favored by several factors, the most influential of which are a sedentary lifestyle and physical inactivity. The aim of this observational longitudinal cohort study was to evaluate changes in sarcopenia parameters, based on the EWGSOP2 definition in a population of active older adults after eight years. It was hypothesized that selected active older adults would perform better on sarcopenia tests than the average population. Methods The 52 active older adults (22 men and 30 women, mean age: 68.4±5.6 years at the time of their first evaluation) participated in the study at two time points eight-years apart. Three sarcopenia parameters were assessed at both time points: Muscle strength (handgrip test), skeletal muscle mass index, and physical performance (gait speed), these parameters were used to diagnose sarcop0enia according to the EWGSOP2 definition. Additional motor tests were also performed at follow-up measurements to assess participants’ overall fitness. Participants self-reported physical activity and sedentary behavior using General Physical Activity Questionnaire at baseline and at follow-up measurements. Results In the first measurements we did not detect signs of sarcopenia in any individual, but after 8 years, we detected signs of sarcopenia in 7 participants. After eight years, we detected decline in ; muscle strength (-10.2%; p<.001), muscle mass index (-5.4%; p<.001), and physical performance measured with gait speed (-28.6%; p<.001). Similarly, self-reported physical activity and sedentary behavior declined, too (-25.0%; p=.030 and −48.5%; p<.001, respectively). Conclusions Despite expected lower scores on tests of sarcopenia parameters due to age-related decline, participants performed better on motor tests than reported in similar studies. Nevertheless, the prevalence of sarcopenia was consistent with most of the published literature.
