Opis: | In the thesis we comparatively discuss the requirements for the work of monitoring and alarm receiving centres (ARC) according to the standard SIST BS 5979:2005 and the series of standards SIST EN 50518:2010. We more thoroughly present the operations, organization, technical capacity, location and construction resistance of ARC’s and explain the basic terms, expressions, definitions and abbreviations, connected with ARS’s. We more specifically state the requirements in terms of the necessary documentation, crisis plans, construction, equipment and operations of ARS’s. Regarding planning, we further discuss the categorization of ARC’s and the site selection. Regarding the construction and equipment we study the components of the ARC interior, particularly the alarm systems, incoming and outgoing communications, audio recording devices, electrical power supply with auxiliary batteries, generators and fire extinguishers. Additionally we analyze the resistance of the ARC shell construction, the input and output openings, key openings, glass surfaces and ventilation. In a separate chapter of thesis we define the ARC operations through a description of work methods and procedures for staff training, access procedures, periodical checks of equipment, and procedures in dealing with burglar, fire, social alarms and video surveillance CCTV systems. Special attention is devoted to documentation in the ARC, which includes documents of the client, who ordered the security services, logs, analyses of operation effects – ARC operator response times, voice and data communications, documents on periodical inspections of equipment, emergency interventions in equipment due to faults or defects and documents regarding the destruction of records. Regarding the crisis plan, which is a necessary part of every ARC, the thesis describes only examples of content, which should be included. We thoroughly describe contents related to the reactions of the operator in cases of total inability of the ARC, fire, malfunction or damage to the equipment, water discharge, lightning, sabotage, vehicle collision, bomb threats, criminal attacks or lack of personnel. It is necessary to point out that we do not describe individual crisis plans in the thesis, since each crisis plan is individual and adapted to each specific ARC installation, construction and location. |
